when uploading pics uncheck the "retrieve & reference locally" box; it puts a limit on the size the image can be and resizes them

It means the site is blocked.
If you get it at school then the school probably blocked all vBulletin sites.

im not at school I'm at home that's the thing. and it's not like when I go to the forum and click to post something it's when I'm finished with the post and try to submit the thread it says "to prevent spam this account has been temporarily locked". I'll get like a couple pictures since it's easier that way.
