Personally, I always feel best when I sell a neighbor over giving them away, because if someone throws down some bells for a neighbor, I know that person must really want the villager. Can't say the same for the first person who says "me!" in a giveaway thread, though.

When I decide to let a villager go I usually PM someone who I've seen actively searching for that villager - so I know they're going to someone who clearly wants them. Usually I'll get an offer back (a villager or bells/items) - but I give them away free anyway.
