Basically what you do is this: You kick out the villager by talking to Isabelle at the front desk and selecting "Problematic citizens".

False, please don?t spread wrong information, reporting villagers to Isabelle will only reset their clothes/catchphrases etc.

You can?t you just have to wait, every few days a villager says that he/she will move, it?s random which villager wanna move.
So it might take a while.

I just read in another forum that multiple people can ask a villager to move.
For example, Puddles is packed up and ready to go.
Three people come and talk her into moving to their town.
The next day her plot appears in all three of those people's towns.

Is this true?

No, it's not true. I had Moe move and my friend came and got him, and after he talked him into moving I could not get in his house. When I tried it just said "Moved out. -Moe" So you can't get in their house after someones grabbed them.
