Villager Move Out Guides?

I'm desperate here. I want to give someone a villager from my town (Tangy) but this cat is so stubborn.

I've seriously cycled through about 15 villagers and she refuses to move. I've been trying to get her out for about a month now. I think even longer actually.

I need links to guides.
I've tried the "..." Method. Doesn't work for me. I've tried creating a new character and introducing myself to everyone and then not talking to her. It didnt even seem to matter.
I TT one day at a time to avoid accidents.
I'm just so frustrated if anyone has any advice please let me know.

Do a couple of errands for her.

Same thing happened with Static for me, everyone pinged like 3 times except for him. So, I gave up and ended up doing errands for him and the next day he finally asked to move out.
