I'm trying to get my island to a 3-star rating. I took out all the furniture in my house and storage and put it outside (and I'm a cataloger, so I buy everything that I don't own plus yesterday, before I got my 5th room, by storage was maxed), I built all the fences I have DIY recipes for up to 50(and at the moment I have 7), I put those fences around my home and my villagers home plus in random locations, I crafted almost all the DIY recipes that I have plus bought some of the bigger ones using nook miles and placed them outside, I have 7 villagers, I have Able Sister, I have a bunch of flower breeding gardens and a bunch of trees. What more do I have to do?

I don't want to build an incline or bridge b/c anywhere I build it, I would have to remove it, and I really don't want to pay for a bridge or an incline that I don't need. At the moment, I don't really want to plot any new villager homes b/c then I would have to move it (but I do have an 8th villager moving in tomorrow).

Doing all of this, I was able to move up to a 2-star rating, but I don't know what else I should do. I don't know if clothes are considered furniture, but I went ahead a threw all of my clothes outside to. Is there something I'm missing?
Do I actually need more villagers? I hear that people were able to unlock it without having to build an extra bridge or an incline with just 7 villagers, but maybe I'm mistaken.

How were you finally able to get your 3-star rating

What I heard from IGN is that you need to weed out your island. Which is a shame because I like them weeds... I will most probably store them away and put it back after I have the permit.

I have no weeds on my island, but that really is a shame. I saw this one girl really making a pretty island with a bunch on clovers, and I don't know how's she gonna feel when she learns that she has to remove them all to unlock terraforming.
 
I think you need to put down all the plots too. I recall Isabelle saying that they needed more people on the island, to evaluate.

You should try do whatever Isabelle suggests on the island evaluation thing.
 
Try getting an 8th villager in. That may boost you all the way to 3 based on everything you've done so far.

I built a bridge, hoping that'd push me to 3 stars but today she's telling me more decorations. I'm just buying out T&T and dropping it all outside at this point...

How many flowers and trees do you have? Try planting an excessive amount of flowers per acre, and maybe 5+ trees per acre.

I'm in your exact same situation. I'm reading online that you need to have 10 villagers, isn't that true?

I'm not sure. Different people are saying they were able to unlock in doing different things. Having more villagers, I believe, puts you in a better position for having a high rating though.

Today my 7th villager boosted the rate from 1 star to 2. Maybe tomorrow with the 8th villager will happen the same. I guess I'll just have to wait and see (and hope!).
 
From what i've read crafted furniture/decorations does more for town rating than ready made furniture.
And a minimum of 50 fence posts should help.
 
I had 9 villagers, before getting the 3 star rating. Isabelle just kept saying they needed more people to make a proper evaluation, hint hint to that I needed more villagers.
 
After my 7th villager moved in today, my rating went to 2-star.

I'm not sure if the rating is adjusted once a day or not, so I spent half the day yesterday throwing furniture all over the place and crafting a ton of things (bird houses, benches, swings, etc), also placing fencing.

Today, I will continue working towards all I can in hopes that tomorrow I have the 3-star.

Goals for today
> Place 10 more DIY furniture outside
> Place 30 more Fences outside
> Fill 5 acres with 5 more flowers. (30 flowers total)
> Drop down 15 trees.
> Plot an 8th villager home.

Since flowers and trees can be dug up, I plan on raiding the islands for these. I have about 55,000 miles saved up, so I should be able to spare some on tickets.

I've unlocked the amiibo ability yesterday, and heard it takes 3-days to get an amiibo to give in to your request for residency, so hoping that Ankha will agree to move in tomorrow and be my 8th villager. If not, I have 3 pig villagers I am dying to evict.
 
Aww dang I don’t really want to move more villagers in because I would just have to move them.

Same with the bridges and inclines.
 
I had to plant a lot of flowers! So I went to the island and dug them all up and planted. I also needed all ten villagers, and placing a lot of junk out. That’s what got me the 3 stars.
 
Do you hve 50 fences and 100 flowers???? That could be it.
 
For me I got it with 9 villagers, 50 fences, lots of decorations (IDK the number, but nothing crazy), almost no weeds and about 75 flowers.
 
Keep asking Isabelle, she will tell you what missing! Based on her dialogue, you can sort of understand if you need to put down fences, furniture or flowers.

I think I just have to wait until the next villager moves in tomorrow. Right now she's telling me to add more fencing, and I have over 300 fences in my town, so I don't think that can be it.
