When does the hourly music unlock?

Got the game earlier today and have been playing a ton. I remember hearing that the hourly music unlocks with the town hall, if so, when do you get the town hall?? I wanna hear these new tunes, man.

I heard it's not for like 30 hours or so into the game. I guess it depends on how fast you get the tasks done.

When Resident Services upgrades to a building, not sure how long it takes but I heard it takes upwards of a week.
