Who unlocks the weed plant and pile?

While visiting Tammy's house 2 months ago I saw some weeds. I unlocked everyone's house except for the special characters and nobody seemed to unlock them. I wanna know who unlocks both of them. I'm not sure about the weed plant pile because I could've sworn I saw a pic of someone with a weed plant pile, or maybe it was just myself.

I couldn't find it. But what I remember is that the outside was filled with tons of weeds, clovers, that big smelly flower I think and dead trees. I'm not kidding.

I've not seen the weeds yet but I have seen a pile of leaves and the big stinky flower, I know for sure the big stinky weed flower comes from Harry's slobby house.
