Will we be able to terraform under already placed buildings/houses?

Since terraforming isn't unlocked at the beginning, I'm concerned about placing buildings and villager houses where I want them right away.

If we want these structures in a specific part of town that is currently a low level, but planned to be terraformed into a higher level, I don't think we will be able to.

Does anyone have any plans to get around this? Unless, do you think it will be possible to relocate buildings/houses like you can your own house? That way, you can move them away, then move them back if you must.

i’m fairly certain that tom nook will allow you to relocate other buildings, too, along with your house

Well in the direct they showed moving a shop (I think it was moving a shop anyways because it said ?move shop here? but there has been some debate on if this was moving or placing a shop) so I think we?ll be able to move buildings like the museums or shops later in game. I think the only buildings we won?t be allowed to move is the airport and resident services as they?re in game from the start.
