I'm not picky about what my villagers wear but I do give them outfits I think they'd look good in.Whether they wear them or not is up to them.However,in New Leaf I hated it when my villagers would share outfits with each other.I remember that one time I had five frogs in my frog town wearing the same ugly Freddy Krueger-looking striped shirt.
