Has anyone successfully moved out the 10th villager?

Yes! I forgot that Rhonda moved from one of my towns when I recently wasn't paying attention and put her house down in another and I got her to ask to move then TT'd her out after denying Pompom twice. So that you can't get rid of the 10th one if they come by streetpass can't be true. Unless I am remembering something wrong but I'm 99% sure I'm not since I really wanted her out as I had had her as a starter from my main game and didn't want to start over with her since she wasn't my favourite anyways. I know Monty moved before her but I don't think they were in the town at the same time, I'm pretty sure after he moved she moved in because it's still a full town with her moved out and Maple moved in.
