I voted Chef Skinner mostly because everyone else voted Scar, etc. I love Ratatouille so much, so why not! A Ratatouille themed ACNL town would also be really cool. hm.
Ursula was a really good as a villain. She scared me so much the first time I saw her because of her looks. And what's worse, she can turn into a squid or octopus whatever that i really dislike

I voted for Jafar and Gaston, but I should've also said Hades!
Jafar - He's my overall favorite villain and he's legitimately powerful, to boot! Once he went sorcerer, he was honestly unstoppable! It was only clever story writing and an ego that save Agrabah!
Gaston - First off, the 1991 classic animated version is far better than the live action one. I genuinely love him because he actually almost not a villain. He is a complete jerk and womanizer, but he's also the grand hunter hero who rallies the townsfolk to slay a wicked monster that lives outside the town! (at least as he sees it) And come, just try and find another Disney villain who's neck is as incredibly thick as Gaston's!
Hades - I totally love Hades! He wins in my books as a spectacular comedy villain. I don't know if this counts as points for him to some, but he's also appeared in a lot of the "Kingdom Hearts" games, where James Woods will still be rocking the comedy 20 years later in Kingdom Hearts 3!
ALSO: Does anyone here know that the Big Hero 6 Villain is name Yokai? I've only actually seen him named twice: once (and only once) in the movie's subtitles and in an action figure.
