Not sure if OP, helen, actually wants high-end, or mid-end, as most reccomendation so far have been leaning towards mid-end, so I will try to include both.
I wouldn't super recommend Too Faced to you only because the have some of the worst inconsistency issues out of any brand I have seen. Their Chocolate Bar palettes have the least issues in my experience, however the Sweet Peach has been having some off and on quality control issues still. If you are going to get either, I recommend getting it through Sephora and not their website, as they take a lot longer to get orders shipped out. Pat McGrath has some really beautiful eye and lip products, but the full price is pretty intense.
Sephora's in-house brand is pretty good for lip products and some eye products, if you are wanting something really budget friendly. Bite Cosmetics has some the best lipstick formulas I have ever tried if you are willing to splurge on them, their color range is fairly big, as is Buxom's line of lippies.
KVD and Lorac have some very creamy eyeshadows, though I could make some better specific palette recommendations based on what you are looking for. Urban Decay's shadows are nice as well, the Naked 2, 3, and Vice palettes are all very reached for on regular basis, but the Electric palette was sort-of patchy and dusty.
For foundation, IT cosmetics and Laura Mercier have some relative good coverage to them without a lot of caking. KVD's foundation is super high coverage but cakes up like crazy, even when I use a BB to sheer it out, but if you want like the highest coverage possible, that's the one you want to go for. Some higher-end foundations that are pretty nice are Koh Gen Do, Guerlain, and Givenchy, though their color range is not the best.
