I did not realize you could switch the seasons when I was picking Carrie's plot. I have a nice plot but it is fall. Is there a way to change the season after the fact? I want summer for the yard for her joey to play in.
I know you're supposed to talk to Digby to redesign public buildings, but when? I'm looking around and he's only in the office at night and won't do anything besides saying "good job today." I have the first set of buildings completed (hospital, cafe, school, and shop) and I don't want to make any more unless I'm sure I'll be able to redo them when I get better furniture.
At the start of a day go and visit her, (On your book menu) and talk to her, pick the second option, and you can move her house (deletes outdoor furniture) or change the season but keep the same location (furniture will stay where it is.) If you've done the room size lesson you'll also be able to add a room or expand her man room while you're doing this.
Are there certain things you can only do if you scan a villager/NPC with the card?

Hallo! You will eventually unlock a course you can take from your desk that will allow you to unlock multiple rooms and bigger layouts. It unlocked for me after I completed all 3 of the initial public buildings Isabelle asks you to design (though it could also have been after I'd designed for a certain number of villagers...or after I'd completed all the other courses). I'm not sure which condition I needed to meet, but it was definitely unlocked after some combination of the above.

In terms of redesigning houses and facilities, you can redesign a villager's home by visiting them from your clipboard at the beginning of a day, before you've designed anything else. When you go to visit, if you speak to them you should have a dialogue option to redesign. As for public facilities, I think you have to have completed all 3 of the initial public buildings and unlocked the lower level of town. At that point, Digby will start showing up in Nook's Homes in the mornings, and if you talk to him, redesigning the public buildings should be an option.

They're unlocked by Blanche or Lily.
If I scan an amiibo card in my game, then give the card to my friend, can their game also scan it too? Basically are amiibo cards a one time use thing?

Sadly, nope. You need to use the card each time you want to summon a villager to a new location. If you want to invite Peanut to Julian's house, you have to scan Peanut's card. If you later want to invite Peanut to Soleil's house, you have to scan the card again. And if you want Peanut to work in your restaurant, you'll have to scan her card yet again.
Well, what if my friend is sitting right next to me and we're both playing HHD? Can we use the same amiibo card?
If it's a friend in your neighbourhood or a family member, sharing amiibo cards is much easier! You could invite Peanut to Julian's house by scanning Peanut's card, hand the card to your friend and they could invite Peanut to Soleil's house using the same card. So the same card can indeed be used by more than one person--it just requires that if you want to summon the villager again, you need to have the card physically with you to do so.
Even if you've designed a home for a villager, so they're present in your game, you can't summon them to a party from your list of clients you've designed for--you have to use their card every time you want to invite them somewhere specific.
