how do i post a poll? (like survey) and question about the animation for my account

how do i post a poll?
i thought of something and i would like to post/ask it to you all.

and when i buy a animation for my profile do i get to change it all the time? or just once?

First question: I don't actually know even though I've been here for a while haha.
Second question: you can change it as many times as you like but the gif had to be 100x100 pixels

Click make a thread, scroll to the bottom and there is a thing that says create a poll. Click on the check box and that's all I know since I never made one before haha
