How does the game define "best friend"?

I've been wondering about the "best friend" feature on AC:NL. Are you only allowed to add ONE person as best friend and be able to instantly message between games even if not in each others town? Can there be.. two best friends?

My hope is that in the process of linking up with other forum members I meet someone who plays just as regularly as I plan to so we can IM back and forth a lot.

Around the time AC:NL comes out, I'll be moving to a new state where I don't know anyone.

I think it's the same as the 3DS friend code limit which is 100

Regular friends are those you've exchanged from 3DS home menu so yeah, 100.

It means the friends you like "Best..."
its hard to explain, but:

You can message them, for example "Come to my town tomorrow! Or now."
