Why don't you just ask a teacher that you trust to give it to him? I'm sure you can try at least. If not, man the hell up and shove it in his arms the ol' confession Japanese way. Saying "I like you, please accept my feelings" while bowing should do the trick. If not, you can write a hell of a story about it.

I'd just be honest to him and give him the present. If you're friends he will appreciate it anyway and it shows you clearly value him as a person - and I suppose it COULD hint that you like him in a "more than friends" way but it's not overly explicit, and you're not over-stepping any boundaries even though he does have a girlfriend. Just keep it casual and cool, it'll only be awkward if you make it awkward. It's natural to be a little shy but don't worry about it so much!
