I know it can be sort of a taboo subject and I don't know if you're allowed to discuss it on this site, are you?

The biggest thing is you're not allowed to sell hacked items or villagers. I've seen threads about hacking, discussing whether people do or don't. As long as you don't go in depth and give people a how-to guide, you're allowed to talk about it.

Yeah I believe you can talk about the effects of hacking, but you can't be like you have to download this *name of software* then you *actions* and then *more actions* and that's how you have multiple of the same villager in your town. I can say how having multiple of the same villager, throu hacking, doesn't mess up the game but it does act funny (like a good funny) and how picking up hacked bell bags from the island isn't a bad thing either. But do not pick up stuff like paper, badges, stuff that can't be aquired throu normal gameplay, esp the paper. They can potentially crash your game and the paper will be stuck with that character who picked it up.

people do all the time, they just never say that they're hacked. how else would people be able to give out seemingly infinite sets of golden tools/unobtainable dlc for like 1-2 tbt apiece?

Oh yes, I'm sure many people do, lmao. I'm not saying it doesn't happen, just answering OP's question! :')

Yeah and also, I don't believe you're allowed to talk about modded games either. Years ago (like back in 2011) my brother was planning on making his own version of Dobutsu no Mori E+ which included every villager up to date (and even some new ones), but the thread was closed because it was considered "talking about hacking".

Yeah you can mention it and talk about it, but don't give advice/link to sites that consists of hacking, sell hacked items or basically make threads about "lol tis how to hack all supra mayro item into nl with a wormhole" or whatever is my assume.

Prohibited Transactions
Do not sell, buy, trade, or give away the following:

Forum bells or forum shop items in exchange for real money or items representative of real money.
Animal Crossing bells, items, or villagers in exchange for real money or items representative of real money.
Duplicated, hacked, or power-saved items in Animal Crossing.
Any other item in conflict with our rules and guidelines.

from the rules so yeah don't sell them.

I only take issue with the fact that duping is seen as hacking. Okay, I can get that the admins or mods or whatever don't want me to post a how-to guide on how to cheat the system, but duping isn't hacking! Duplicating is a loophole in the system. (Imo) There are no outside tools/programs (can't name examples in this instance) that make you unable to aquire the items such as modded villagers, Holden, edible flowers, the infinity baskets or presents, bugs on the ground ect...

This is so hypocritical of a statement I just needed to point it out.

cheat the system = loophole in the system

I am all about free play and play the game you want, but when you start taking advantage of like glitches and stuff that takes away from how the game is supposed to be played imo.

I think duping, hacking, modding, cheat the system, whatever you want to call it breaks the game in a sense and there are people who agree and don't want anything to do with that. A lot of which are on these forums. If you want to do that stuff cool, talk in private to your friends about it, but i appreciate that TBT discourages public talk about that.

There are two different rules, which exist for different reasons. This is why one of them includes duping.

The first is under Prohibited Content (section 1.d.), which disallows providing instructions on how to hack the game (or hack anything). This rule is the same type of rule you'd see at most websites.

Do not post any content that contains or promotes the following:
...
Hacking information, viruses, or harmful computer software

The other rule is under Forum & Game Transactions - Prohibited Transactions (section 3.b.) and disallows trading hacked or duplicated items. These rules are in place to keep the game economy fair on the site, which is why all types of cheating is included. At one point, after New Leaf had been out for a while, we considered removing the rule for New Leaf only (not future games). We created a survey, but most users wanted to keep the rule in place.
