All villagers who were in New Leaf (333 Base + 50 Welcome Amiibo RV Villagers), minus Amiibo Figure (Wolf Link, Epona, etc) and Sanrio Villagers are returning in New Horizons. The list does contain Sanrio characters, but it is likely leftover data or will be re-used in an update.

About 8 new Villagers:
- Cyd the Elephant
- Audie the Wolf
- Megan the Bear
- Judy the Bear Cub
- Dom the Ram/Sheep
- Reneigh the Horse
- Sherb the Goat
- Raymond the Cat

397 villagers isn't really underwhelming? Sure, not a lot of new additions, but its difficult making unique models and characters.

397 villagers isn't really underwhelming? Sure, not a lot of new additions, but its difficult making unique models and characters.

With the capacity of the system, time of development and cost of the game, the inclusion of all NL characters was almost guaranteed. So yeah, when I say I’m underwhelmed I don’t mean by 397 villagers but by 8 (new ones).

Also of course it’s effort making them—that’s why it’s a job people get paid for lol Making a game is always effort.

I get that not everyone is as excited about new villagers, but please accept that some were looking forward to them and are now disappointed.

No reason they wouldn't be, all villagers who were present in New Leaf were confirmed by official twitter to be returning. The only ones not confirmed are Amiibo figure and Sanrio villagers, but those could be added in as an update at any point.

it was specifically mentioned in the direct that support for more amiibos would be added later on. Considering the sanrio characters are in there and they were once confirmed to not be supported I think we can expect characters like Felyne to be added soon

This isn't confirmed. Conflicting info makes me lead that its leftover data, either due to importing from New Leaf or for use in a future update.

I looked through the data and saw that some numbers were skipped between villagers. For example, in the dogs, it goes from dog10 Bea to dog14 Mac. Why are some of the numbers skipped?

There are villagers in the Japanese gamecube version that haven't been seen in a while, likely just internal code for organization.
