This is me every other hour. My ISP is terrible, and apparently with the pandemic going on, bandwidth globally is taking a huge hit so the internet quality overall is taking a massive hit as well.

If your phone has a strong signal, use a hot spot temporarily to get it to ping the web, then disconnect.
