Quick campsite question

The very first villager in it has to be moved in, right?

I talked to him 2 times and had to do the move in option. Is there any way out of this villager moving in for me? He wants me to go double check w Nook.

Go talk to tom nook to continue the story, but yes, he will move in.

But I don't want this villager, is there anything I can do to prevent that one from coming like not talking to nook or he will just stay there until I do so?

He will stay there until you invite him to move in. :c
