Probably because it's purely ground-based unlike the other bombs which you can throw over anything. Unless you have a wide-open space, Seeker Bomb rush is useless. They'll hit a wall and explode.
But I guess it depends on how you want to use it, really.

Sigh, my busted gamepad's ZR button stopped working over the weekend. It got dropped in September and the screen cracked and now it looks like I can't play Splatoon until I get a new gamepad, which is probably going to be after Christmas at this point. ):

But that's the actual answer? The "how" of getting a re-roll is talking to Spyke and asking him to re-roll, and then offering whatever payment method one has.
That aside, some important basics would be that all three sub-abilities are re-rolled at once, so if Owl wants a specific combination, it's a good idea to pay attention to the gear's brand and how that impacts the likelihood of getting certain abilities on gear.

I remember when I first played the game I didn't know Spyke existed for the longest time. I didn't even realize the alley was there, I had the game since a day or two after release and I don't think I noticed it until a bit before the first Splatfest.
