It really does. On my way to pick up mint from someone (the mint I have is from the campsite), Sylvia came in during a streetpass contact at a restaraunt. Then I got the no moving out curse, when Hippeaux finally moved it was too late. I wish there was an option to not get streetpass villagers, or have them not be your 10th.

I think you can turn off street pass? I do that for the 3DS if I street pass, I start a new day new character check for plot and then reset. I also start with wifi- off don't know if that matters.
