It's kind of a mixture of both.

Why can't a villager just move up a tier? Why do you have ask why a specific villager moved up?
When you ask how a villager moved up, you're going to get the same answer every time.

It's stated in the OP how she "determines which villagers go where".
There is no follow up question. It's just flat out. A villager becomes more popular, it moves up. Other popular villagers lose popularity, and move down.
That's it.

No I wasn't debating, if I was like I said I would have argued, I asked a question get your facts right

Also, remember that this isn't an official tier system and is based largely on community observation, so seeing your favorite villagers drop down a tier or two really shouldn't matter so much. I doubt the villagers' feelings are going to be hurt by it.

You're right about that, I would've thought she'd be a lot more popular because of her being a zebra
Victoria imo is pretty unique, too, with being like a race horse.
I used to have her in my town and I adored her <3

To be honest I don't really care what tiers my favorite villagers are in. I kind of like having my favorite villagers not being popular because it's kind of bland to have the same villager a good amount of people have. However nothing stops me from getting hyped up for an update every week. Thank you for all the hard work you have done.

But my little Punchy I sent him a crown last week so he knows he's special and now he's got rid of it after hearing about this list

Poor Sally never gets a chance, she's forever at the bottom of the barrel.
I send a letter to her every day saying how special she is to me and I hope she stays in my town forever.
