It's funny, I used to have no idea who was a popular villager or not, but since I fell deep into collecting amiibo cards I kinda had to know.
The most expensive (non Welcome Amiibo) cards not on the list so far are:
Julian, Bob, Marshal, Ankah, Beau
Some other expensive, but not quite as expensive ones are also:
Fauna, Bunny, Daisy, Rosie, Lucky, Zucker, Marina, Diana, Fuchsia, Stitches, and seemingly all the wolf villagers

I'm not expecting more frogs on the Top 10 though. They said in the tweet she was "aptly described on her e-card as the "cutest" and "best liked" of all the frogs." So unless mistaken, they are hinting at her being the most popular frog villager in Animal Crossing.

I absolutely love Lily, but also Henry.

Muffy made the list! She is one of my favorites since she has the whole gothic lolita theme going on and I love EGL fashion. I don't dress in gothic myself. My personal style is more classic/sweet.

Ankha!! She was one of my starting villagers in New Leaf, I love her. She decided to move away one day and I had a friend who really wanted her, so I was still able to visit. I hope I get to see her again in New Horizons, even if she doesn't stay on my island for too long.

My husband and I were looking at amiibo cards on Ebay and her card is still twenty-five bucks which I find a bit amazing.

Goldie is always the first character Nintendo chooses to market Animal Crossing : she was in the E3 presentation and the first few released pictures of NH. She's also the first character we get in Pocket Camp. I'm not shocked. She is overexposed after all.
