You go to the town hall and say that so and so neighbour "Has a terrible outfit", "Says bad words" etc. and that will reset their clothes, custom phrases and whatever else there is.

It was built in to the game to stop people getting villagers over wifi wearing 'rude' patterns as their shirt, or saying swear words when they use their custom phrase.
