I got 2 over 600 total as well, and I assume it's probably like that as a safety net just to make sure everyone can get their 600 confetti without having to wait to get the exact amount needed to hit 600, or maybe to cover for any confetti lost from editing posts and such.

Oh wait, I remember this happening back in the StreetPass Souvenirs too. It's probably something that's normal for dusting events. I better remember that it's a regular failsafe.
