Where are all these headshot avatars coming from?

You know. The avatar that Pokemanz has and others that I don't remember their usernames. They have headshot avatars of their mayors or themselves irl.
It makes me so jealous, where can I get one of these? Do you have to pay with RLC? Is it dead? I'd totally love one.
