Heres what i think about the new game. We are on vacation from being the new mayor and Isabelle left to go play in smash brothers so we all are taking a brake. I have a feeling she might not be in this one. And maybe if they make another animal crossing game for the switch down the line we will be back in our town with new things again.
 
My theory: Once you turn the desert island into a beautiful town full of live, Nook says that the town
needs a mayor. And since the player already has the job of being the town founder, Nook will present
you Isabelle, who qualified herself to the job of the mayor since the amazing work she did as a former
assistant from another mayor (a.k.a. the New Leaf mayor).
 
Where is Isabelle?

Where is she? I didn't see her in the trailer!
Maybe in later updates?
 
She's been confirmed to be in the game but she needs to be unlocked in a way that hasn't been announced yet.
 
I think she'll be unlocked once you install the Town Hall in your town. I really hope we'll get to build a town ourselves, progressing slowly and designing it ourselves along the way. I think Isabelle would fit in perfectly like this! :)
 
From what I’ve read, she’ll be able to be unlocked the more you upgrade your town and unlock new buildings and amenities. Nintendo said in an interview that Tom will decide what you can and can’t build. He’ll keep an eye on your island and only allow you to build things that fit in with its feel. i.e. if you don’t upgrade anything on your island, you won’t be able to build build a town hall or convenience store.

Sort of, it was more like, the more tyou develop you town, the more Tom will see the need to expand his business as the demand is growing. It's not necessarily that he decides everything in your town.
