How many jacob's ladders can you have in your town?

I'm just curious, because I've never seen anyone with fields of jacob's ladders in their town :p
I know they're rare, but I'm just wondering how many can you have? The most I've seen in a town is about 10.
 
I have about 6, one was from a friend and the others grew a couple days or maybe 2 weeks after I got a perfect town
 
I have 5 but now my town isn't perfect because Zell moved out. Once another villager moves in I will work on getting a perfect town again. I don't think there is a limit, they just rarely spawn.

I have 3 right now but there's hardly anywhere for them to spawn in my town, I have fields up on fields of other flowers

I understand, if Zell left my town my mayor would have a breakdown and the town would fall to pieces too. xP

I think it's just that they can only spawn along the cliff, so other flowers are more likely to spawn as there is more town to spawn in. I've had 5 total, but I keep forgetting to water them so I only have 2 now. :[
I've seen 1 dream town with about 15 in a line by their mayors hour.

I have 16 which circle around my fountain that is front of town hall. It looks really nice.
 
I have about four or five outside and a few more in my house. I like the way they look in pots better than on the ground.

I'm pretty sure there isn't a limit
