Intro + Villager Question

I decided to join this forum because I'm a pretty passionate AC player

I do have a question, though. I have Whitney at high friendship I think (She surprises me with visits when I'm in my house) and she's just been selected to want to leave town. She says she'll remember the town fondly and everything, but I'm curious as to how guaranteed I am to receive her picture upon leaving at this point. Bearing in mind I speak to her every single day, stopping only when she seems close to becoming irritated.

In my experiance, I have only gotten a picture from one villager. But they weren't moving. Also, none of my moving villagers have ever given me a picture.
So I assume it's random, after you have high friendship?

If they send you a ton of letters, they will most likely give you a picture when they leave!
