You have to wait until I post that he's in boxes. Cycling is just a way to move out villagers at a fast pace without the care in what happens to the town. What you can do though is lurk for him which means that you are interested in him and would like to be notified when he's in boxes. Or you can reserve him which means you pay to get him automatically when the villager is in boxes.

If you would like to reserve Rudy it will cost you either 25tbt for the reservation fee or 125tbt for the reservation fee plus the adoption fee.

Or you can lurk for him and get notified but you might not get him as I keep it a first come first serve basis.
