Directs do happen in early-mid November, but they're never guaranteed.Someone just looked at the dates in that past, chose one close to it for the current year, and created a rumor based on that. It's stupidly easy to do.

I just looked it up, and the last general Nintendo Direct we got in a November was in 2015. Since then, there has been no general Nintendo Direct between September and January/February.
It doesn't mean that Nintendo won't change that up, but I think after four years it's pretty much a pattern now. I've become accustomed at this point to expect a dry period of info during this time.
