However, the cycled makes up what there rules are, so some might allow reserves, another might charge bells, and another might raffle off popular villagers to give people an equal chance.

Technically the reserve slots for Marshal were full because two people (Gizmodo & Eridan Ampora) had already requested him before you. However because Eridan Ampora just asked for a change in their reserves he now has an open slot that you will take. So yes you can reserve Marshal and if still have any questions on how cycling work feel free to ask.
